When I try to send a text I get the message "SEND FAIL" I have not been able  to fix this. I can not find a trouble shoot site for this problem.

  I can't message people. My phone won't even allow me to go on the messaging app.. Every time I try this pops up "this isn't allowed by the device user"??? I don't get it? How do I get messages 2 work?
